The Dear Author Letter field is to link posts from other sites (like dreamwidth) where you can list prompts and wax poetic about your requested things without being restricted by the wordcount of the AO3 signup field. You can leave it blank if you don't have any.
In the additional details field you can indeed just add your preferences. Prompts aren't mandatory.
